Policies and processes

Making change happen, is topmost on our agenda. Working from the outside gives us an overview to the entire process/practice and provides insights into the bottle-necks/hurdles. In consultation with our partner- agencies and based on a wide consensus, issues relating primarily to Government and the Judiciary are highlighted and a resolution is sought. The issues taken up by us during the year 2008-09 are as under:

Judicial changes

Working with Orissa-agencies, CSA learnt that the (Adoption) Court process in Orissa differed from District Court to Court. Also, that in some Courts, cases had been pending since 2005. Post a meeting with the representing Attorneys of the participating agencies, we have made a representation to the Registrar, Orissa High Court. Also, pending cases have been taken up with the respective District Courts. CSA also, met the Hon. Dr. Justice Balbir Singh Chowhan, The Chief Justice Orissa High Court and sought
1. a simplified and standard adoption process across all District Courts in Orissa.
2. an opportunity to create awareness about the adoption policies and processes amongst the Judiciary.

Waiting children

CSA have taken up with CARA, the cause of 64 girl children above the age of 2 years, who are languishing in some of our partner-agencies. Belonging to Sishu grehs that are authorized only to do adoptions within the country, those children cannot be placed with NRIs/Foreigners, many of whom are willing to adopt older children.
